Is this what Square Enix is trying to fix at the upcoming Hot fix tomorrow?
This game was playable until today. Temporary solution is switch to Dx9, but however my Dx9 has worse FPS than Dx11 itself.
Possibly. If your error is related to the new framerate cap then it should be fixed; they're reverting that cap.

What have you tried to alleviate the issue so far? Please make sure the latest version of Direct X is installed onto the PC. Please also try changing the compatibility mode. To change compatibility mode, right click on the exe file (Default location: C:\Program Files (x86)\SquareEnix\Final Fantasy XIV - A Realm Reborn\boot\ffxivboot.exe), right click it and select ‘Properties.’ Select the ‘Compatibility’ tab and select Windows 7.
