Anymore? In my experience you couldn't do it before the 5.0 patch either. Was it ever possible to do it for you?
Yes, before the 5.0 patch, I could turn them in for 1035 GC seals each.

I've got the same problem I have a full inventory of handmaster ring that I used to trade before the patch 5.0.
edit: Just checked the patch note: RIP "Certain items may now be sold, desynthesized, submitted as expert deliveries, and converted into materia."
