Friend Stuck in Opening Quest for Shadowbringers

So I have a friend who is stuck in the opening questline for SHB. When he went to the First he teleported out of there before attuning to the aetherite. He is unable to get back to the first via teleport, talking to the iron works npc and he can not cancel the quest. He told me he talked to a gm and they said they were unwilling to skip him ahead due to some policy. He is so upset about this he wants to quit the game outright but I want to try finding a solution to get him to play the new content. Any ideas on how we can do it without making a new character?

edit: Well it's been resolved. He signed in on another computer and it suddenly worked with him being able to talk to iron works dude
