Seriously house scam is happening in Zodiark. Billion gil involved

A few months ago I post a thread regarding the house scam.
One player in Zodiark got a FC with house Shiroganeseven-60, after everyone afk in that FC.
He scammed my friend around 120m gil in the house trading. From the company chest history, we found that this scam has been going for a long time. At least one billion gil has been involved.

Every time when someone got scammed, that player will use a level 1 character to transfer the gil.
We have reported this issue to GM, but after 3 months, that player is still active (even level up), and this scam active still keeps going.
we met with the previous FC master after one month, we showed him our conversation and scam experience. He said he was shocked and that spam guy is an old friend of him.
After a while, I saw the scam guy didn't login in for one month, the fc master became another player. So I thought this scam is over now.
However, about one month ago, that scam guy login again, got the FC master, kicked the previous FC master, level up, change his name, then,
continue to spam more ppl.
This is the worst thing I have experience in this game. I have played this game since the beta test of 2.0 when there is no marketboard or duty finder. But this thing showed me how badly can people be.
We reported him to the GM, after months GM said the case is closed and that spam guy is fine now.
I want to ask the community team, is that means house scam is allowed in this game?
