Is there currently a way to predict when a given world will be allowing new characters to be created? I know I can check the status and see what is happening right now, but that doesn't tell me when I might be able to in the future.

Your best bet for non-congested worlds would be to check them during the non-peak hours—usually late-late nights or early-early mornings when there aren’t a lot of people currently logged in, or immediately after a maintenance. Worlds lock themselves to character creation when there are a lot of people currently logged in. For congested worlds, there’s no way of knowing when the developers will unlock them. Best bet is to check whenever they do patches/maintenance—they usually announce when they make changes to Congested/Preferred worlds.

You're welcome. And I understand. I have a feeling that they're trying to limit the populations on Aether and Primal as much as possible until after the expansion release hype. Since both of those data centers grew in terms of active characters recently - Aether especially. But do continue to try in the early hours to see if your world opens up.
I do not think it is a matter of trying to limit the population as such, as trying to make people move from the high-population (Congested) worlds to the low-population (Preferred) worlds.
If all the worlds in a datacentre are mid- to high-population, then that is when they add new worlds - as they just did for the European datacentres. They seem reluctant to add new worlds while there still are under-populated worlds in a datacentre though - even if many of the other worlds in that datacentre are overflowing with people.
Wow, last I checked (which wasn't all that long ago) there were only three "congested" worlds in the NA data centers, and now there's eleven.
Coeurl isn't even one of them, but seems crazy crowded lately.
I knew expansions bring a huge influx of people, but I don't remember the pre-expansion month or so bringing in so many before.
Is this right? I sent my daughter a Recruit A Friend invite, so she buys the game and installs it. I help her get logged in only to find every single server in the game is closed to new players?

yes, it does happen that every single server can get congested, but that is usually only for a couple hours. statuses are updated every 2 hours i think.
This is what it is for me about 80% of the time.
"Peak hours" are ALWAYS peak hours for Aether apparently. xD Just wish they would expand the servers.
