Yeah he has a chance to spawn in the over world after you complete the story for Omega. I've seen him in Mor Dhona before.
I think it's neat. Pleasantly surprised and didn't know. Does he appear everywhere?
there's only a select few locations he and the OMG minion appear in.

It can also appear at Behemoth's Dominion in the Coerthas Central Highlands. It only appears for you and not necessarily others. It's RNG so you can keep teleporting to the area until it shows up.
