Have you considered sunglasses.
Consider your monitor settings themselves? The brightest, eye bleeding place in game that I can think of is Limsa in the day. I havn't had bloom on white stone like that since Nier.

I never noticed this and my eyes are really sensitive to light.
As are mine. Though I know people who are even worse than me. Have you tried fiddling with the contrast and saturation as well as lowering the brightness on your monitor down to below 20? For me sometimes it isn't just the brightness that's an issue but the contrast and saturation being too abnormally high on top of it.
I don't think I've ever heard anyone complain that Rabanastre is too bright until now. I would look into your settings, though it'll probably be external ones since you already messed with the in game settings.

Try Forgotten Springs during heatwave weather.
I'm more bothered by bright flashes, which makes fighting Cruise Chaser or Omega really unpleasant.
As it is, SE removed the Hydaelyn Light Show from The Praetorium and that wasn't even that bright. I'm surprise you find that bright and not Hashmal's Ultimate attack.
