I feel like they did forget. Heavenward items could be desynthed and turned in before the launch of Stormblood. Going through old patch notes, none of them seem to say when they allow trade-ins or desynthesis of special items. I swear I could desynth Zurvanite weapons when you were given the option to buy his bird with 99 tokens.
