I have seen many NPC that have been shown smoking a pipe of some sort. I would VERY much like to have a pipe smoking emote added even if it's through the cash shop. Common devs, I've been wanting this for a very long time. :D
I've even made a "Stylish Pipe Box" for the Lv65 carpenter quest to accommodate these NPCs but I don't get one? :(

While I too would love this emote I wonder if it would affect the game rating. Currently it's Teen 16+ but mentions no use of tobacco, but does alcohol (but our characters don't drink - gimme a drunk emote!).
the ESRB/PEGI rating would have to be adjusted. NPC's are currently allowed to smoke but us as player characters it would require a change and they can only change ratings on expansions.
General emote request thread?
I want a /roar emote for the Hrothgar to belt out a lion/tiger roar. Au Ra could have a draconic style roar. The rest doing their best to imitate it.
