They do this because if two people queue for something, they can guarantee a vote kick will go through and let a third friend of theirs snipe the instance. If each of them take turns, that's one less dungeon they have to run for every three.
People should be rewarded for enabling Join Party in Progress. Need more people turning it on, not off.
Log vote kicks and tell the person who was kicked what was selected as the reason and give them an option to report it as false. Start punishing people for abusing the kick system.
Honestly ever since I found out we can get these tomes doing stone vigil with your squadren I've actually started trying to collect them.
It says right on the website for the event that joining in progress won't reward you the event tomestones.
Also, with revised TOS don't think "difference in playstyle" is a valid reason for vote kick anymore.

Actually they'd still have to be waiting, so they aren't actually saving any time.
And the system could pick up this behavior anyways and deal punishment. Yes, playstyle difference is a reason, but kicking every single dungeon run of the same dungeon and having that friend mysteriously join every time is going to set red flags off on the system REAL quick.
I was queued for Syrcus Tower and World of Darkness last night with my partner and literally every time it was ready someone would cancel, which happened roughly 3-4 times before we finally got it. Lots of people want the end rewards of content without doing it, so that's specifically to avoid lazy, greedy people who just want the tomes and don't want to spend 20 minutes getting them.
Why even do this stuff? Don't torture yourself with this dumb event. Just get a party together and go to diadem. You want that pegasus mount, right? Seriously you can earn it in 2-3 hours easy.
