i'm an old player from 2.0 up to heavensward and been in mmos since 1999, even if this account is new. This problem was never really fixed... Like putting a band aid on a broken leg.
Out of my own experience related to this problem the only solution that ever came up as viable for me was not to ban accounts since they can remake a new one with the profit they make from selling the golds they make from selling runs from raids, instances and botting for days then selling on the marketboards. It's simply to ban the credit card. plain and simple.
if SE bans the credit card instead of the account, yes they will lose a little money but will make the marketboard, party finder and community IN GAME more player friendly.
and we can agreee that losing around 40 000 bots world wide is not alot compared to having players happy to be able to farm quest group without a bot doing the work for them.... well at least real players will be happy while botter will be butthurt.

I've noticed that the RMT spammers are now using World Travel as a method of getting around the character creation locks on servers like Balmung and Gilgamesh.
They really do need to find a more lasting solution to them.
