Unable to progress on: Escape from Castrum Centri

I recently came back to the game and am trying to finish the story. I have worked my way up to "Escape from Castrum Centri" more specifically the part where Cid wants me to talk to him while I have the imperial disguise on. When I approach him with the disguise on, he tells me that I need to have the armor on.
The quest icon is red and has a key on it. A friend suggested that I may be under leveled (even though the quest says level 46), so I did some sidequests and leveled but it still wont update.
I dismissed all pets, chocobo's, unequipped all gear but the imperial items, logged out, logged in... I don't know what I'm missing. Under "Current Main Scenario Quest" only shows "Escape from Castrum Centri" and no other quests.
Anyone have any ideas?

Just to make sure, you put on both the head and body slot correct? I also don't quite remember but you might also need to have your headgear turned on for it, instead of being invisible.

Yeah, for that one all that should matter is that you have the correct armor and hat on. The rest of your gear can still be equipped as normal, and pets/birds/etc shouldnt affect your ability to progress.
