Captain Rank bug?

I've completed 5 separate command missions (finished every dungeon actually), got the flagged quest "Sapper Strength", accepted it, completed it sucussesfully.... and no captain rank. Just the option to take the quest again. I don't know what I'm missing :/ Anyone else have an issue like this?

The instant that quest cleared, you should've had a cutscene start and have the rank dumped on you. Shrug from me.

yeah, I really don't get it. It just completed and when it was done he still had the ! over his head. :/
