Please fix blank partitions to lock access for FC

While testing the ranks of FC members, I noticed if someone wanted to ANYONE can remove a wallpaper/change it from the blank partitions. Please fix it so permissions of paint fixture/furnishing is required in order to remove/change a wallpaper on these. Seeing as certain wallpapers are from mogstation, I would hate to see those go to waste from someone angry just stripping it out as they leave an FC.

You have the option to turn off "Hall Remodeling and Paint Fixture/Furnishing" for any/all ranks you want.

I completely disabled everything for bottom rank, bottom rank still has the ability to change/remove wallpapers. I figured "hey, maybe that will stop it" Nope.
