Sadly outside of holiday events from the past I dont think you can. Unless they release a way to find it or make it.
currently, the ONLY way to access powdered sugar is to buy/ trade it from a player who still has some in their inventory. It was an 'event item' and as such was only obtainable then. Also, the last event that gave it as a reward was the Valentine's Day event from 2011. Which means any supply someone still has in game is over a year old.
