The question I have is that it is well known that if you are part of the few servers that will be transferred into one of the new data centers you will receive the free transfer in case you want to go back due to any static or otherwise reason. But if for example you were in a server (such as Famfrit for instance.) that will not be transferred will you still be given a free transfer or will you not due to the fact that your server did not transfer????

The free service is for all characters in the data center, not just moved servers.

Based on what it says here, I assume it will be free transfer for anyone in any of the NA Data Centers, including ones that won't be part of the new Crystal Data Center.
