Crosshotbar Cannot be Changed in Wolves' Den Pier while on a non PvP Job

This is a bug with the text commands for switching the crosshotbar which are tied to if the player is in a PvE or PvP zone. Being on a job without PvP skills in a PvP zone causes all of the text commands related to changing the crosshotbar to fail (among others). This bug was discovered while trying to craft in the Wolves' Den Pier and being unable to switch the crosshotbar around.

In a normal PvE zone the commands "/chotbar change prev", "/chotbar change next" and "/chotbar change #" can be used to switch the cross hotbar number. Similarily, in a PvP zone the commands "/pvpchotbar change next", "/pvpchotbar change prev" and "/pvpchotbar change #" are used instead to produce the same effect. In all of the aforementioned commands the text "chotbar" can be substituted with "crosshotbar" and the commands will still work.

Steps to reproduce:
1. Travel to the Wolves' Den Pier and switch to a DoH Job, DoL Job, DoW Class (not job), DoM Class (not job) or limited Job (Blue Mage).
2. Try to switch the crosshotbar using any of the text commands mentioned at the top of this post.
3. Note how the crosshotbar will be stuck on whatever number it is already on regardless of the text commands used.

This is not the full extent of this bug as many other text commands fail to work in the same situation. I may post more bug reports down the line if any of them affect me during normal gameplay.
