Data Center Move Cooldowns during Expansions?

I'm planning ahead for the NA Server Expansion and I just found out that there is a 3 Day cool-down on moves.

I have a few ALTs on the NA servers and I'll need 4 moves to move them all to the same data center. This is Optimal since I've picked the target data center based on where most of the ALTS will end up. However, with a 3 Day cool-down between moves, I'm not sure that "Approximately 2 weeks" will be enough time to move all my characters.

I understand why there is normally a COOL-DOWN policy, but do we really need a cool-down on moves during this special period? I've read the rest of the rules and those are no problem, so far as I can see, but if "Approximately" means only 12 days, I might not be able to make the 4 moves for free. Currently there are Alts on 7 servers, and to move the least number of characters I'll need 4 moves to arrive at all the ALTS to servers on one data center- the new one, Crystal, is optimal for least Alts moved, like I said.

Have folks not expressed this Cool-Down as an issue during the EU data center expansion?

The EU free transfer period just started today so it's unlikely it has become a noticeable issue for players yet.

I also doubt there are many players that have characters scattered over more than two or 3 worlds on the same service account as you have apparently done.

Cooldowns are still needed so players aren't mindlessly moving their characters just for the heck of it and bogging down the transfer service for other players also trying to transfer.

14 days should be enough time to complete the 4 transfers you say you'll need even with the 3 day CD. You'll be able to do transfers on days 1, 4, 7 and 10. That leaves a few extra days leeway in case something causes you to delay a transfer an extra day.

I never thought about that being per account not per character that’s good to bring up so people can prepare.

Well, you can move any number of characters on one server to the same server.

Its just when you try to move characters to or from different servers that you have issues.
