Fight: "The Old One", where everyone gets turned into spriggans and you need to drop stones near the adds. I never get a button to drop these.
My HUD layout has a nice, large Duty Actions item:, but nothing appears there.

The ability you need to use isn't actually a 'Duty Action', but rather a 'Pet Action' that appears on the '+' hotbar. Usually, this '+' hotbar automatically replaces the base hotbar when you get transformed or when you are using quest specific mounts, or if you have an ACN/SMN/SCH pet summoned it will appear somewhere else on the screen. If it isn't happening for you, then someone else might be able to provide a further in-depth answer.

Have you clicked on the gear icon next to the UI Element dropdown in that menu and checked to make sure that "Display Element" is selected?

Role-play is technically a transformation, so having specific actions on the '+' hotbar fits in with what i said :p
As for the Spriggan bomb drop ability, I checked a guide just to make sure i wasn't misremembering, and yes, it should be on the '+' hotbar. I'm sorry that I cannot provide any further answers than that as to why you couldn't see it. -

As a workaround, you can also assign 'Duty Action I' to your hotbars by opening Actions & Traits and going into 'General', then dragging it onto whichever hotbar you want.
