Sorry this is my first time using the forums. I pre-ordered Shadowbringers on my PC, but it ended up dying a week ago. Is there a way I can switch my pre-order from PC to PS4. I’d really rather not pay $120 just to get the full experience of the expansion. Any help would be greatly appreciated.

Saying that you pre-ordered it on PC is not enough. You need to go to the marketplace that you purchased it from, contact customer service and explain what happened, then see where that leads you.
