Can't become armourer / blacksmith?

So I have a weird issue. I'm in the armoursmith / blacksmith area in LL and the quest above the guild master is in red. The receptionists do not have the typical purple quest icons above their heads and when I talk to them there is no quest.

My character is a 53 PLD and 28 CNJ, so I figure that a minimum level to unlock it isn't there. Can anyone advise on how I can become either (and both) of the above?

That is what I was going to say. You probably already accepted the quest.
