Need help with action bars changing in wolves den?

I spent an obscene amount of time setting up my hotbars the way i want them, including pvp actions - and then i zoned into wolves den and almost all of them disappeared and the ones that didnt re-arranged.

basically became a discombobulated mess. I can only assume they change so you can have different action bars set up for pvp and pve.

Operating under the assumption I want them exactly the same - how does one stop this swapping behavior?

While I don't know the answer to your exact question, the greater point to the swapping is that PvP skills cannot be used in PvE content. The reverse is also true, PvE skills cannot be used in PvP. So setting up your PvP skills on your PvE hotbar is, in a sense, a waste of space.

You cannot change between PvP or PvE bars when in the relevant areas, you can however set them up and they will be exactly as you left then. So setting up PvP hotbar in Wolves Den should save it and show whenever you are there or in other PvP content, and your PvE bars should be whatever you left then as when you return (to PvE areas). Just ensure your PvP actions are taken from the correct menu first and not were it usually would think to go.

yea this was going to be my second option. While id prefer to not set my hotbars up a second time, I can just mirror them the first time I guess.
