The quest "In a Titan Spot" is given by Y'shtola in the Waking Sands (the original Scion headquarters), not in the Rising Stones/Mor Dhona, which is where your screenshots currently show you at. Have you checked there yet?
You are right Seraph522. It is the "other" Y'shtola. I truly thought the npcs all moved to the new place and there was only 1 version of them active at a time.

Glad to help! In general, if an NPC offers up a quest somewhere, they'll always be there until you accept the quest, even if the MSQ would have them in some other location or otherwise absent and even if it causes them to be in two places at once. That way you don't get locked out of content regardless of where you are in the storyline.
