Back of Eureka Chest piece (Tank) Is this a bug?

I notice that the bottom back of the chest piece is supposed to be whatever color you dye the chest piece. But I always see it looking much lighter then the intended colors. Closer to white most times. Has anyone noticed this? Is that working as intended?

A lot of armor sets/pieces do this, actually. I'm guessing it's an art design choice or something.
