I came back and it's been a few years. My last and only character I leveled up to 18. I'm starting anew and wanted to purchase Stormblood.
I currently Own A Realm Reborn and Heavensward.
I'm trying buy Stormblood without Heavensward as I don't need it and I figured it would be less costly.
No, there isn't.
Heavensward is included in the Stormblood expansion. The price for Stormblood is the same regardless of if you own Heavensward or not.
One the Shadowbringers expansion is released both Heavensward and Stormblood will be included when you buy Shadowbringers. And once again there will be no special discounts for those who already own the earlier expansions.
They're not offered standalone because the story follows from one into the next. Stormblood quests pick up where Heavensward left off and Shadowbringers quests pick up where Stormblood leaves off, so the later expansions can't be accessed unless you have the prior ones. Having them just automatically include the prior ones avoids the issue of players buying expansions they couldn't use.
But if you're starting over and already have Heavensward, you've got quite a bit of content to get through before reaching Stormblood. Is there a reason you want to buy it now? If Shadowbringers is out by the time you reach Stormblood, you can get both for the price of one (albeit the new-release price of one) by buying Shadowbringers instead.

I find it strange that they wouldn't implement a feature to buy a single xpac as numerous other games can do this without issue. On one end I kind of get it but it still is odd imo.
There is no major reason other than wanting to have it as far as buying it goes. Actually caved in the other day and bought it lol..
