Quest Ties that Bind Not working as intended (Platinum)

Party or solo: 2 person party
Area and coordinates: The Ivory Chapel x11.3 y 9.3
Steps:
1. Talked to Claribel to progress quest to the portion that states: Complete the Ceremony of eternal Bonding
2. Entered Chapel to set up Ceremony (At this point we noticed that Lytheriel was unable to change any settings in the ceremony plan, Coralee Changed her settings and we tried to continue with the quest)
3. Tried to Schedule with Etoinelle, Regardless of which timeslot is selected we receive the message: Could not make a reservation. An error has occurred.
4. Talked to all NPC's in and around the area of the Chapel and repeated steps 2-3 Same result.
5. Logged out of the game and repeated steps 2-3 same result
6. Waited for weekly reset and repeated steps 2-3 same result
7. Called a Gm was told to submit a bug report.

At this point, we are unable to make a reservation for the ceremony despite having completed all of the quests up until this point. We are getting a bit worried that we have wasted both time and money on this endeavor.

Connection Specs
The Connection Specs should not matter as this issue is preventing 2 players with 2 different modems and 2 different isp's in 2 different countries from continuing
