Either I am missing something, or bugged

I recently got WVR to 70, and have been trying to craft HQ True Linens with... about a 46% success rate. I got an 11 control buff stack going, 68% through the bar already, it was all good to go, I was just running low on CP. So of course, having no more use for Initial Preperations, used Refurbush to gain 65 CP. Then, good quality happened, so I hit Precise Touch for 18 CP cost, and then I had Satisfaction available. Great!

So where is the problem? That's what I want to know, because I had only 15 CP left after all that. I had around 20 or 30 before I even did those steps. No buffs were lost during this. It's as if Refurbish took 65 CP. Am I missing something?
