It looks like the one from the MogStation, Eastern Socialite's Attire, but could be something new.
It looks like the hat from the Eastern Socialite’s set to me too. I actually have it glammed to one of the jobs I’m leveling. Unfortunately it is only available on the cash shop.
Edit; Looking at the background of the picture, it is the dress from that set too.
