you can use materia - you just have to have a set of ilvl 345/375 armor and then you can use the materia!

The issue is that the sync system brings substats down to their maximum allowable levels. So where at the time a i345 weapon with melds could have 280 primary sub stat and 278 secondary, if you sync down you can reach 280-249, made up for by being able to hit i345 in other slots (vitality is the main concern in ultimate anyway). Being able to meld on top of that would be nuts.
If materia worked on sync, you could use a crafted piece to have 280-279-92, a whole 93 substat points over what's supposed to be allowed. Play that out over twelve gear slots, and you'd have a pretty crazy ~5% or more damage boost.
Still, I don’t know. There would need to be a group who ran UwU and UCoB to do a check on the system without Materia being added because otherwise there isn’t any data to go on except saying you need gear from that raid tier to even begin to fight it due to Materia restrictions. If you have a group who can do that, I’d be glad to see proof of completion without Materia and how close to enrage you all have gotten with it.
Optimizing your equipments is one thing you should commit for doing Ultimate, IMO. So I think it don't need to be changed, it also make old dungeons and savage worth farming.
