Server transfers - a question that needs answering please

This might seem like an odd question, but could this be clarified please?

When the server merges happen will people from the merging worlds automatically be put on the new world? The way the post is written could be read in two ways:

a: everyone will just be merged onto the new world.

b: everyone must apply to be put on the new world.

I would assume that it is going to a, with the transfer applications only being used for those players that want to transfer off or onto a new world. But, I'd like to get my linkshell ready to put in applications if it turns out that its b.

I hope that makes sense.

You only apply if you want to move to a world that you're not scheduled to merge to.

As an example:

I'm on Melmond which will merge with Figaro to become Aegis.

If I want to move to a different location other than Aegis I must apply for a world transfer.

If I don't apply I'll be put on Aegis.
