There are plenty I would recommend going to Limsa as you can’t get to Rhalgers Reach yet and /shout.

Also if you are new (still a sprout) or a returner, you join or ask a mentor to invite you to the Novice Network channel, and there you could ask around if any FCs are recruiting. It's a bit easier than asking around cities but it's definitely another option.
