I have been playing Samurai so long I hardly even notice the sound anymore. So I would say it doesn't bother me. It just lets people know i'm potentially going to pull out a fat midare direct crit.
It has bugged me since the beginning, to the point where I dislike playing SAM and I tried to use the attack as little as possible. It's just a super sharp noise that genuinely hurts my ears. :/
Is it the Midare Setusga noise? It's super annoying. Meanwhile, cool sounds have been removed: the original Fell Cleave's chainsaw sound and the Meditation sound (revving).
Yes the Midare Setusga noise. I normally can deal with how loud most abilities are but that sound is so annoying that by the time I got my sam to 60 I was glad I was going to be taking a break from playing it.
I honestly barely find time to notice it among the mass of other spells/weaponskills/abilities being cast every second.

As for the SAM wind up noise, it can stay or go, I don't play or care for SAM.
Doesn't bother me in the slightest. What *did* bother me was monk's original Chakra build-up noise. Fortunately they fixed that but good lord it was grating.
I never noticed cause it gets jumbled along all the other skill noises from other party members.
Plus it'll never be annoying as the miqote screech
