Duty Recorder Feature

Hello,


I would like to vent some frustration. I am somewhat confused as to why the Duty Recorder was released. It seems like a really cool feature for trying to learn fights but it continues to be locked to the last raid in a tier. It sort of makes the feature useless to those who aren't at that point which means most of the community is locked out of the feature period.



Why is this locked in this manner? Will this ever be unlocked for use at least at the entry point of raids? I think if it were more available it could be promoted more for use and allow players who are just starting to enter raids the ability to learn fights better.
