I think this goes here, is the Gougan Coin still weekly locked?

Yes. The notes state:

The following adjustments have been made to the Ridorana Lighthouse:

The weekly restrictions on rewards obtained from coffers has been removed.
The weekly restriction on obtaining Gougan Coins has been removed.

So you mean no? Lol. The Gougan Coin can be collected time and time over. No weekly lock anymore.
