But assuming it's an eligibility problem, unfortunately we can't really help tell you why you're not eligible. There's a very long list of reasons available on their site:

Mine is acting funny as well. I made the character a few days back knowing I'd have to wait 72 hours to transfer it. Most people have said the 72 hours isn't to the hour but I'm within 30 mins of when they were made on Tuesday and as of right now when I select my destination world it shows my seven characters already there and says that '1 character/s may still be transferred'. However it says above that no characters are available for world transfer and won't show my new characters name or let me select his world as a result despite the fact that he does now show on all other aspects of the mog station. He's on Cactuar so he wasn't made on a preferred world where he would have needed the 90 day grace so I'm unsure what the deal is. Probably shouldn't be this hard to throw money at them.

What is the Error you keep getting? Without listing the error code given we can only guess.
