Pagos Notorios Monster timers not being refreshed on a "new" instance

When submitting a bug report, please use the below template and thoroughly fill out the necessary information.

Date & Time: Has been happening since the last patch
Frequency: Can be seen in any instance which appears to be fresh
World name: Primal datacenter Pagos instances
Monster name: Any of the Notorious Monsters can be effected
Area and coordinates: Pagos
Steps:
1. Enter an instance of Pagos where everyone is near the 180 min cap time and everyone confirms no NMs have spawned yet in that instance.
2. Some of the NMs can have people farming their mobs for most of the timer with no spawn while others spawn in a reasonable time.
3. Theory is that the instance is remembering the last kill time from before it was released as a "new" instance.
