So since the update finished all day me and members of my FC have been getting the 30 min Duty Finder penalty from withdrawing from quests that we haven't even started. When the quest pops up we had a few people who wanted to switch Jobs so one person hit "Withdrawal" and then everyone got the penalty. Mind you we haven't even went into the actual Dungeon or Raid yet.. we are still just standing at our FC house. So it's not like we are going in then leaving.
I guess by quest you mean duty, as in duty finder. It does give a warning that when withdrawing 3 times from a duty you will get a penalty, and that includes all party members that were queueing that time. If you still withdraw after the warning then... up to you. Those are the rules.
Saying it like this "penalty from quests that we haven't even started" makes it sound like a bug, when all you did (or that person) was click the withdraw button ignoring the warning on a duty finder instance.
The time period is 3 times within 24 hours, I believe. It may be shorter—I think it used to be 1 hour (?), but I recently had something where I had missed the queue 3 times over a course of a several hours (IRL stuff had pulled me away from my PC), and still got a penalty despite the misses being hours apart.
I think it's within the daily reset Hyomin, so until next japanese midnight.
