Tried to get a friend of mine to join me on Tonberry since my Level 49 main is on this server, but he said he couldn’t create a character here? Is there a certain time he might be able to get in or is Tonberry locked up?

It seems Tonberry has been highlighted as being Congested (or restricted at least) as per the last update on the Lodestone. I would recommend for your friend to check the status often and if it loses the X mark then that should be their chance to make a new character or they can try during off peak hours.

I’ve had luck in making a new character in the early mornings, usually around 6~7am GMT+10. Not sure if that will be the case now but might be worth a shot!
