GC Rank and Spending Seals

Please separate the spending of FC seals on Items and Actions. I'd like to enable sprouts to purchase actions, since there is an option to stop them from removing actions. This limits how much someone could intentionally or unintentionally damage the FC supply by disallowing/separating item purchases!
