Garland Tools is the website you're thinking of, but as far as I'm aware you can only look up NPCs by their name.
The game has a few kinds of NPC's. The ones that do not have a name, are technically "objects" or props, and basically don't really exist, so you wouldn't be able to get it.
Narrow it down to what map they're on and map location and someone might be able to get a better look at them.

This is the NPC I was referring to. Her "name" is technically just a "Gold Saucer Attendant". Not sure how to use this website... lol
When I wanna try to replicate a character, will take a couple screenshots (front and rear) and use them while playing with character creator.
About the clothes, I used this tool quite a bit.
On the second row of icons, there's one for NPCs. That brings up a box underneath with a list of locations.
Find the location of the NPC you're looking for (in this case, Thanalan and then The Gold Saucer) to get an alphabetical list of all NPCs in that location.
Find the NPC and click on their name to bring up another box with the NPC data, which includes all their appearance settings for the character creator.

I looked for Nael and it says it is a male elezen? Does that means he had that model while wearing the helmet?
Yea. Nael is a male elezen model while helmed. The face is a swap.
