Can't ALT + F4 to close the game

I've been unable to ALT + F4 since I started playing this game over a year a go. It has never worked for me. The game completely forgoes it and just switches to my job that's on F4 instead.

This is btw the only game or app that I own that does this and I'm well aware that it SHOULD work as it works for most other players. I'm also aware that this bug has been around for quite a while for other players and that it was seemingly fixed at one point, however I'm still having this issue.
