saw it randomly but i cant seem to find where its from or how to get it. Is it exclusive to an event? raid? trial? not available anymore?

It's the mount from the second boss of final MSQ dungeon. Only way to get it is from PvP. Ranked Feast PvP (Solo) Top 100 datacenter previous season. I think the new season has a recolored blue version of that one.

I'm just assuming that the top 100 people that go for that mount rig the rankings SOMEHOW, so you probably can't get it even if you tried.

Appearently a lot of the top feast ranked players are notorious win traders. But good luck to any who try for the rewards.

Nah, most don't. In fact, getting to Top 100 of the Data Center is very easy. The worst part is dealing with the people there. Chat spam, harassment through alts, ignore marks on your head, people downright afking and a long etc. The hard part is taking the mud bath, but getting to Top 100 is barely an accomplishment. I swear there aren't even 200 real active players in each data center, literally it feels like competing with your local community, except it's full of ragers and people with anger issues.

Ahh, I had just assumed that it would be rigged much like the early days of the Triple Triad tourneys

As a Top 100 Player i can totally say thats true. It was already a Problem in Season 1+2 but it started to get extreme with Season 3+4 cause people noticed that almost noone got punished and the gain/loss of Points changes made it a lot easier to abuse. Since then it has been a Problem seemingly noone is dealing with.
Healers going afk or "dcing" as soon as certain players are on the opposite Team, Players continously running into the Enemy Base to get killed and all the good Stuff. The sad thing is that you currently still climb with a 50/50 Winrate wich favours such things. This was impossible in the first 2 Seasons when it was hard to even reach Gold.
