The game will add NPCs to a Party Member group to fill it if there are less than 8 players in the group and it picks a course rating based on the lowest rated chocobo in the group. The big difference is the lack of rewards. It's intended as a just for fun mode with friends (you can always create your own prize pool).

The normal is basically the old racing. The game automatically assigns a course rating based on your chocobo's rating (there are no longer overlapping ratings brackets to choose from). It's still possible to end up with other players in the race though that seems to be pretty rare (2 out of 12 races I did over the weekend).
