Premade party 7 of 8 for Lighthouse 24 man :: Queue never popped

I remember this being an issue addressed in a previous 24 man raid release too.

Today in a 7 of 8 party we had two almost hour long queues with neither working before we just quit. First was just missing tank. Second time we thought maybe tank would make queue faster and went down a DPS. Both queues never worked for us, and we just solo queued instead.
