A change to Bard's Foe Requiem

Anyone who has ever played Bard knows the banes of wanting to use Foe on a single specific enemy but has been unable to because it pulls the nearby trash.


Can we please get a change for Foe Requiem to where it does not affect unaggro'd enemies only in the open world and possibly Eureka? All other instances and trials are fine. This is only an issue when trying to do high level A/S hunts and farms inside of Eureka/PotD style content. Using the skill in those places almost always results in my own imminent death.
