Did not learn abilities for leveling up

Has anyone had issues when leveling up and not gaining the skills for that level. I went monk and at lev 30 and 35 you are to gain two new skills Rock breaker and shoulder tackle. I even went one further to lev 36 just in case it was lagging on the skill. I eventually but the job form the Mog Station and while i gained some new skills i did not gain much. I got 4 before lev 50 and nothing after so at this time my lev 62 WMG hits harder than my lev 60 monk and that should not be.

those are earned through job quests

Yes I agree with the other posts on this thread. You will need to earn those through job quests.
