Pretty sure you need to finish all 80 of the original sightseeing log entries to be able to buy them as paintings. It is tied to the achievements.

Did you check the patch notes for it to make sure you have all the requirements to access?
* Paintings which are unlocked for purchase by obtaining the "Out of Sight Out of Mind" achievement will appear in shops after players collect their achievement reward from Jonathas (X:10.6 Y:6.3) in Old Gridania.
