NPC not selling an item that should be on the list

Class/Level: almost all level 70 jobs
Party or solo: N/A
In-game time: right now it's 5:41 am but have tried at multiple different times of the day
Area and coordinates: Idyllshire (4.6, 6.4)
Housing: doesn't really matter but have a place in the Mist
Steps:
1. I acquired the sightseeing log #42 Rainbow Bridge
2. I also acquired all the other sightseeing logs in The Black Shroud areas
3. I keep checking the Joyous Painter but have yet to have it on my list to buy the painting
