I think its semi-transparent and those are the stars behind it.

Yeah, i noticed this a few days ago and watched it for a while. After some time you realise its the background stars shining through. It looks cool tho, its like its flaring up like the surface of the sun.

It kinda looks like a graphical glitch with the stars shining through, but I'd much rather think it's lights on Dalamud itself.

It is an ancient weapon, ya'know. ;)
