I found this purely by chance and it's very blatant. It doesn't have a player name but it is rather a combination of players that can easily be found. I don't want to post it openly because I don't want to break forum rules. What should I do?

You cannot name and shame on the forums which includes posting pictures that would identify character names. I suggest reporting the players in-game, with names, date, time, and a detailed description of what you witnessed.
The player names are not shown -- it's rather something they are promoting. Like awhile back someone posted in the General Discussion thread, of a group of players that were selling Ultimate Bahamut clears for actual money - and they wanted to know if it was something SE endorsed, if I remember right. This is not the same thing, but it follows a similar idea and provides players with an obvious advantage. GMs don't take screenshots, do they?
Unfortunately, they do not. Your best bet is to file a report with all of the information included. Hopefully, it's enough for SE to take action.
